On October 9, 2025, Shuiyu Planning and Design Co., Ltd. participated in the public bidding for the 2025 Water Budget Management Pilot Construction Project of the Yuzhou Water Resources Bureau. Leveraging its solid technical capabilities, comprehensive implementation plans, and extensive industry experience, the company successfully won the bid for Lot 1 (Baseline Survey and Supply-Demand Analysis) and has since completed the compilation of the Yuzhou Water Budget Management Baseline Survey and Supply-Demand Analysis Report. This achievement lays a solid data foundation and provides professional technical support for the orderly advancement of the pilot project, contributing to the improvement and efficiency enhancement of Yuzhou’s refined water resources management.
As one of the first batch of pilot cities for water budget management in Henan Province, Yuzhou has consistently adhered to the concept of intensive and economical use of water resources and actively promoted the standardized construction of water resources management. The 2025 Water Budget Management Pilot Construction Project represents a key initiative for the city to deepen water resources control and optimize water allocation. The project was procured through open tendering and divided into three lots, of which Lot 1 (Baseline Survey and Supply-Demand Analysis) was specifically procured from small and medium-sized enterprises. The core requirements included conducting a city-wide water resources baseline survey, supply-demand analysis, and compiling the relevant reports to provide authentic, standardized, systematic, and complete data support for water budget management decision-making. With its professional qualifications, extensive practical experience, and precise technical response in the field of hydrological and water resources survey and evaluation, the company successfully stood out and won the bid.
After winning the bid, the company attached great importance to the project and immediately formed a professional technical team. Strictly following the relevant implementation plans, technical guidelines, and tender document specifications, the team conducted a comprehensive and full-coverage water resources baseline survey across 26 townships (subdistricts) in Yuzhou. Through field visits, data verification, and on-site surveys, the team systematically collected core baseline data including population distribution, water conservancy facilities, water abstraction permits, and water use quotas. They also sorted out the water use conditions of various water users, thoroughly identified the current status and existing problems of water resources development and utilization in Yuzhou, and thereby laid a solid foundation for the report compilation.
On the basis of the comprehensive baseline survey, the technical team proceeded to carry out a precise water resources supply-demand analysis in light of Yuzhou’s natural conditions, economic and social development, and industrial layout characteristics. The team scientifically calculated the total local water resources and available quantities, and combined with supplementary information from various water sources, systematically analyzed the water demand in different sectors and regions, projected potential supply-demand conflicts, and specifically estimated agricultural irrigation water demand. Ultimately, they successfully completed the compilation of the Yuzhou Water Budget Management Baseline Survey and Supply-Demand Analysis Report. The report is complete in content and fully meets the project’s technical requirements and acceptance criteria.
The completed report has comprehensively clarified Yuzhou’s water resources “baseline” and identified the matching status between water supply and demand. It provides solid data support and professional technical references for the city’s 2025 water budget preparation, total water use control, and optimal water resources allocation, helping the pilot project achieve its goals of “acting in accordance with water availability, prioritizing water conservation, and implementing precise control.” This successful bid and report completion not only demonstrate the company’s professional strength in the field of hydrology and water resources, but also further deepen its cooperation with local water authorities. Moreover, it has accumulated valuable experience for the company’s deep engagement in local water resources management and its support for the ecological protection and high-quality development of the Yellow River Basin, while simultaneously promoting the intensive and economical use of water resources through professional services and achieving coordinated development of economic, social, and ecological benefits.
